Four Reticulans approached the restricted airspace in Nevada called Area 51 in early 1971. They landed their spaceship near a mountain range that bordered a dry lakebed called Papoose Lake located a few miles south of Area 51. It was known as Site-4 (S4), a secret base built inside the mountain to hide the fact that humans had been meeting with aliens from Reticula since the early 1960s as part of a mutually agreed upon deal to exchange information and technology with each other. A conflict occurred and something goes wrong inside the antimatter chamber. The containment field failed and normal matter and antimatter material made contact. The explosion annihilated part of the mountainside killing forty scientists and a few Reticulans. The remaining Reticulans fled the base and never returned.

Six decades later, a lone Reticulan spaceship appears suddenly through a gravitational distortion field just outside of Mars. An alien named Idin is on a final mission to meet with the President with a critical message from the Reticulans. He lands at Papoose Lake and contacts Area 51. The message contains information concerning the state of the planet and what will happen if it is ignored. The Reticulans are not the only race watching what humans decide to do.

General Roberts does not allow Idin to meet with the President for any reason. It is against everything his secret clandestine organization called the Extraterrestrial Counter Threat Group (ECTG) stands for. No one outside the ECTG knows the real story about alien contact or past visits. The people who are part of the ECTG made sure all knowledge of aliens was classified Top Secret under the guise of national security.

Inside Area 51, Major Jack O'Brien decides to help the alien after Idin tells him why he has come. The message is critical if humans are to stop a mass extinction level event that is already underway. Jack tells Joe Bingham at the Washington Post what is happening at Area 51 and offers to help expose ECTG and the alien cover up. The ECTG is determined to keep the knowledge of alien contact and existence secret from the public by eliminating all threats if necessary.

Others who have tried to bring the truth of alien existence to the public in the past have suddenly disappeared, were discredited or threatened to keep silent or their families would be harmed. The ECTG members responsible for keeping everything secret are unknown except for the people Jack O'Brien has identified at Area 51. The best way Joe can expose the coverup of alien existence is if the President orders a national security investigation of the ECTG and Area 51 to uncover the truth. The only way to guarantee everyone's safety is to make everything public. So, that is what Joe attempts to do with help from the Washington Post.
