She is an FBI veteran with extensive experience and a penchant for relying on her intuition, sometimes at the expense of the considerable scientific investigative tools at her disposal.

The list of suspects and motives are long from the start. Alaska Senator Cal Mangan and his allies on Capitol Hill stand to gain billions through expanded access to federal land and carefully targeted private holdings. Grazing, water, mining, petroleum, and rare earth mineral rights all offer fortunes worth killing for and powerful interests seem poised to exploit the American West once again to fuel the coming AI and Green Revolutions.  Mangan's foes wish to strike back at their rivals in a war for control, and they just might have done so.  

Agent Claire becomes convinced that more victims will follow.  As they do, the motives of a serial killer grow murkier, leaving her task force struggling for answers. To the Indigenous tribes and people tied to the case, there is no mystery. They are certain the killer is no ordinary person, but a shapeshifter summoned from their mystical past, bent on revenge.
