They can be made to do things that are against their will, but not things that are against the law. #4 The CIA conducted a human experimentation program called MKUltra from 1953 to 1973, which involved the use of hypnosis and other forms of torture. The program was not focused on mind control, but on developing irresistible interrogation techniques.
