As Iris begins documenting everyone the official plan has failed to contain, she is drawn into conflict with tenant organizer Leonie Rusk, coastal engineer Tarin Bell, and deputy mayor Caro Dey. Each understands a different part of the danger. None can stop the funding deadline - or the water rising beneath Harrow Reach.

When a severe flood tests the city's maps, maintenance systems, evacuation routes, and promises, the community must choose between remaining in a place that cannot stay unchanged and accepting a solution that mistakes property transfer for justice.
