In February 1763, an enslaved cooper named Cuffy did what no rebel leader in the Americas had yet achieved: he built a nation. On the sugar plantations of Dutch Berbice, on the drowned and diked coastline of the Wild Coast, he transformed a spontaneous uprising into a sovereign African state, governing captured plantations, training a standing army, and dictating formal diplomatic letters to the very colonial Governor his rebellion had defeated. For thirteen months, Cuffy negotiated as an equal with Europe, proposing nothing less than the partition of a colony.
