A certified survey nearly two centuries old describes the Carath Range more than a century before the mountains appeared. Her attempts to report the contradiction send the evidence through an endless cycle of departments, committees, redirects, and jurisdictional reviews while the impossible mountains remain exactly where they should not be.

As Foss begins his field assessment and Mara follows the anomalies spreading through her world's history, their investigations converge on a dangerous truth. Bellwether's people are not merely subjects in an ancient experiment. They may have developed something their creators never anticipated: the ability to recognize the forces shaping them, correct the systems built around them, and create value no original specification knew how to measure.
